Jean Garber (2009)
Jean has been suburban cities caucus lead on the King County
Growth Management Planning Council for 4 years; Chair of the Metropolitan Solid
Waste Management Advisory Committee for 3 years; Newcastle’s
representative on the WRIA 8 Salmon Recovery Council for 6 years; and Newcastle’s alternate on
PIC for 4 years. She was recently appointed by SCA to serve on the PSRC Growth
Management Policy Board. Previously she
served one year on the Regional Policy Committee. She was Mayor of Newcastle in 2006 and
2007. She is currently retired from a 35-year
career as a chemist, technical writer, and consultant in land use planning,
solid waste management, and environmental review. (Jan 2008)
David Baker (2009)
David is Deputy Mayor of Kenmore
serving in that position since 2004. He
has been active on SCA’s Public Issues Committee since its inception. David also serves on the King County Solid
Waste Committee, Joint Resolutions Committee, as an alternate to the Regional
Transportation Committee as SCA’s representative. He also serves on the AWC Legislative
Committee; NLC Information Technology Committee; SeaShore Transportation Forum
and is a Board Member for Friends of Fircrest.
David has a PhD in Neuroanatomy from Iowa State University and is the owner of Vision
Systems Engineering, a circuit design and machine vision corporation. He also owns an Internet-based cell phone
service company that specializes in cell phone repair and accessories. He has offices in Kenmore with branches in Sevenoaks, England,
and Sao Paulo, Brazil and is an engineering
consultant to many corporations. (Jan 2008)
Jim Pearman (2008)
Jim is the Mayor of Mercer Island and has
served on the SCA Board of Directors since 2002. He has also served on numerous boards and
committees including AWC’s Legislative Board, NLC’s Energy, Environment, and
Natural Resources Committee, PSRC‘s Economic Development District, Mountains to
Sound Greenway Board of Directors, and Eastside Transportation Partnership.
Jim is Vice President of ADR
Options, specializing in facilitation and mediation of complicated public and
non profit organizational issues. He has
a Masters in Public Administration at the University of Washington
and is a certified mediator through Washington Mediators Association.
Ava Frisinger (2008)
Ava has long served as a member of SCA’s Board of Directors
and Public Issues Committee. She has
been an SCA appointee and chair to the Joint Recommendations Committee on
Community Development Block Grants since 1997. She also serves on the executive board as
chair for A Regional Coalition for Housing; also as chair of Eastside
Transportation Partnership; and is an alternate to the Regional Policy
Committee. She serves on the King County
Board of Health, the RPC, the Salmon Recovery Council, and chairs the Jail
Oversight Assembly for Cities in King
County. Ava’s concern for people and the environment
has kept her politically involved for many years. (Jan 2008)
Margaret Harto (2009)
Margaret has been a member of the Covington City Council for
6 years. She served as Mayor Pro Tem for
two years before she was elected by the City Council to a two-year term as
Mayor in 2006. Prior to her City Council
appointment in 2002, Margaret was one of the original appointees to the
Covington Youth & Family Services Commission, serving as Chair from
1998-2002.
Margaret’s interest in human
services and child advocacy is reflected in her 40 years of involvement as a
community representative and board member at the local, regional and national
levels of numerous organizations including United Way of King County,
SKCCN, Kent Youth & Family Services, Reach Out Covington, Pacific Northwest
District Kiwanis, American Cancer Society and the Washington State PTA.
Margaret is committed to bringing
the message of the SCA vision and mission to local elected officials so that we
might effectively address our concerns through mutual support and respect.
Lucy Krakowiak (2009)
Lucy Krakowiak
was first elected to the Burien City Council in November 2003, and ran for
reelection unopposed in 2007. She
operates an independent business in Burien.
Lucy has represented the Suburban Cities Association on the
Growth Management Planning Council (GMPC) since 2005. She has also served as Burien’s alternate to
the SCA Public Issues Committee (PIC) for three years. She was selected by the Association of
Washington Cities (AWC) in 2007 to serve on the AWC Housing Policy Advisory
Group. In the last half of 2007 she also
served as the City’s alternate on the South County Area Transportation Board
(SCATBd).
Pete Lewis (2008)
Pete Lewis became Mayor of Auburn in January of 2002 after
having served as a city Councilmember since 1998. He is currently serving in
his second term as Mayor. Currently, he serves as a Board Member for the
Suburban Cities Association (SCA), Past Chair of the Public Issues Committee of
SCA, Past Chair and member of the Green River Valley Flood District &
current member of the King County Flood Control District Board, Past Chair and member
of the South County Area Transportation Board, Vice Chair of the King County
Regional Policy Committee, Past Chair and member of the South King County Human
Services Forum, Pierce County Cities and Towns Forum, member of the Valley
Cities Association and member of the Puget Sound Regional Council Economic

Michael Park (2008)
Mike was appointed to the Federal
Way City Council in June of 1995 and elected in November 1995. He recently was the Mayor of Federal Way. He currently is the Chair of the Lodging Tax
Advisory Committee, serves on the Federal Way Local Government Liaison
Committee, serves on the Sister City Association (Ex Officio), and is on the
Valley Com Administration Board. Mike represents the largest member city in
SCA and he brings experienced Federal Way City Council and staff to the
organization. Mike brings 13 years of
local government experience to the SCA. Mike is committed to making SCA a
stronger and more influential organization. (Jan 2008)
Katrina Asay (2009)
Mayor Katrina Asay brings twelve
years elected office experience to the SCA Board of Directors as the
representative for the South Valley Cities. She led the SCA Small Cities Sub-committee of
PIC for three years and has actively represented SCA on many regional
committees including PSRC's GMPB, TPB, EDD. Katrina has also served on the AWC legislative
and nominating committees.
Ken Hearing (2008)
Ken was first elected Mayor
of North Bend in 2003 and was re-elected in 2007. He sits on the Mountains to Sound Greenway
Advisory Board and is a member of the AWC Small Cities Advisory Committee. Elected to represent the Snoqualmie Valley
Cities, Ken has served on the SCA Board since 2006. He has been active in the Snoqualmie Valley
Government’s Association and served for many years on the Snoqualmie Valley
Chamber of Commerce Government Affairs Committee. Ken has owned and operated a small restaurant
business for 16 years and is a North Bend
native.
Mary-Alyce Burleigh
(2008)
Mary-Alyce is
committed to the goals and role of SCA. From the time she was elected to the Kirkland Council she has been involved with SCA
through the ICP and the Management Board. She attended the SCA 2004 retreat
where the Governance Structure that is currently being implemented was created
and was a member of the subcommittee on role/structure of the Public Issues
Committee and served as the first Board President. She currently represents SCA
on the Puget Sound Regional Council Executive Board and serves as Chair of the
SCA Public Issues Committee. Mary-Alyce is an AWC representative on the
Shorelines Hearing Board and a member of the AWC Legislative Committee. She is
also an Eastside representative on the Sound Transit Board, a Sound Transit
delegate/alternate to the Trans-Lake Executive Board, a city representative on
the Cascade Water Alliance Board and Eastside Transportation Partnership.
Kirkland has always had a strong commitment to SCA
goals and has and will continue to commit staff resources to further SCA goals. (Jan 2008)
John Wise (2008)
John Wise was elected Enumclaw’s Mayor in
2002 now serving his second term.
Honored to serve on the SCA Board of Directors as President for 2007, he
also serves on several boards and committees: Regional Policy Committee (Caucus
Chair), SCTBd for transportation (Chair), WRIA 9, and the KC Committee to End
Homelessness. He has worked with King County
council members on several issues from the Veteran and Human Services Levy to
rural and urban issues. Extending his former 6 year service on a school board,
as Mayor, John continues to represent his community for local improvements. (Jan

Jay Covington (2008) City
Manager/Administrator Rep
Jay was elected by the City
Managers/Administrators group on January 9, 2008. Since 1990, Jay Covington, Chief
Administrative Officer for the City of Renton,
has provided the overall administration and management of City departments
pursuant to the mission, policies and guidelines adopted by the Renton City
Council. He is a board member for the
Renton Community Foundation and Communities in Schools of Renton. Jay also
serves on King County’s Water Resource Inventory Area
(WRIA) 9 Forum and Management Committee plus the Valley Com Administration
Board.
He is a past board member of the
Association of Washington Cities (1995-96) and the Greater Renton Chamber of
Commerce, and past president and board member of the Washington City/County
Management Association. Covington
holds a B.S. degree in Business Finance and a Masters of Public Administration
from Brigham Young University. In 2005, Jay was honored by the Municipal
League of King County with the Public Official of the Year award.
