** There are two basic forms of city government, Mayor-Council and Council-Manager. Subject to state and local ordinances which govern the electeds authority and responsibility, these are general definitions:

Mayor-Council: People elect the mayor and the members of the city council. The mayor acts as CEO. The mayor usually, but not always, appoints or hires the department heads subject to confirmation by the council.

Council-Manager: People elect the members of the city council. The council elects one of its members as mayor. The council appoints the city manager who then appoints or hires department heads. The city manager acts as CEO.
